Gary Council votes to cut 15 EMS jobs; merges EMS into fire department
By Michelle L. Quinn Post-Tribune correspondent December 28, 2012 9:44PM
Updated: December 29, 2012 11:20AM
GARY ? The City Council kept emergency medical personnel within the fire department, but at a cost of 15 EMS workers? jobs.
The council voted 6-2, with At-Large Councilmen Ron Brewer and Roy Pratt casting the dissenting votes, to accept a salary budget that merges the EMS and fire departments at special Friday evening meeting. The merger reduces the Fire Department to 255 personnel from 270 and creates 36 new Firefighter-EMT positions at a salary of $41,250 per year, a $2,000 increase over the standard firefighter position.
The new positions require both EMT and Firefighter One or Two certification as part of the requirement for the Staffing for Adequate Fire and Emergency Response federal grant that allowed the department to rehire 35 firefighters laid off because of city budget cuts in 2011, Fire Chief Teresa Everett told the council. While many of the EMS workers have basic firefighter training, they don?t have the other levels.
Mayor Karen Freeman-Wilson, who encouraged the council to accept the merger, defied anyone to say the city was choosing firefighters over EMS, a criticism many EMS workers had leveled recently.
?This is a difficult choice of losing all our EMS workers and 35 firefighters,? she said, referring to the council?s decision at one of its October meetings to accept all but the salary portion of the Fire Department?s budget and revert it to the 2012 budget. The council at the time disapproved of some of the promoted positions in the 2013 budget.
?I understand why you reverted. No one ever contemplated that we?d lose EMS,? she said.
Brewer said the whole thing could?ve been avoided if the council had received more information.
?If we?d heard more about the merger in October, and then the EMS hearing about cross-training opportunities four days before firing them? My vote will be ?No,?? he said.
EMS employee Kevin Smith told the council it could still save the 15 workers by changing their status back to civil service, or sworn-in status. Doing so would not change pension status with the state ? the state allows only public safety workers who?re sworn in before their 36th birthday to receive pension benefits ? but would give them protection without jeopardizing the SAFER grant.
?In my 27 years as a paramedic, this is one of my most darkest years,? Smith said. ?I see 15 people who?ve served this city 15, 20, 32 years being let go.?
The mayor said there would be positions within the Building and General Services Department to which the city would give the 15 priority. The new positions wouldn?t affect their retirement because they would still be employed by the city.

A Look Inside the Business of Organized Cybercrime | Security Bistro
Posted on December 27, 2012 by Anthony M. Freed
Ever consider adding ?malware developer? or ?botnet master? to your curriculum vitae? With the increasingly sophisticated nature of Crime-as-a-Service (CaaS), there just might be a recruiter out there looking to help you land a new job and put those nefarious skills to use. A new report which delves into the makeup of organized cybercrime reveals that the structure of some of the most successful syndicates is almost indistinguishable from those of legitimate enterprise operations, and the basic goal is the same: Profitability in a highly competitive landscape.
Network security vendor Fortinet released the 2013 Cybercrime Report which details how cybercrime has evolved an operational hierarchy which mirrors those of large commercial enterprises, including an executive class, middle management, marketing, and an ever expanding workforce with highly specialized skillsets.
?Today, as any commercial enterprise, cybercrime has evolved into a complex, highly organized hierarchy involving leaders, engineers, infantry, and hired money mules. Looking from the outside in, there?s little to distinguish cybercrime organizations from any other business,? the report states.
Key to the success and profitability of the syndicates examined in the study include the development of a strategic business model which is overseen by an executive class. Once the model is in place, middle management begins the process of recruiting staff to execute the operation through the establishment of affiliate programs, and the services are then ready to be openly marketed through online forums and underground communities.
?Crimeware syndicates, in order to survive, must possess a comprehensive business model and monetization strategy because even an illegal company needs to ?pay the bills? in order to function on a day-today basis,? the report notes.
Some of the CaaS offerings being actively advertized by the criminal syndicates include:
- Consulting services such as botnet setup ($350-$400)
- Infection/spreading services (~$100 per 1K installs)
- Botnets & Rentals [Direct Denial of Service (DDoS) $535 for 5 hours a day for one week], email spam ($40 / 20K emails) and Web spam ($2/30 posts)
- Quality Assurance vs. Detection (Crypters, Scanners ? $10 per month)
- Affiliate Programs ($5k per day is possible)
- Onshore & Offshore Hosting ? Virtual Private Servers ($6 per month),
- Bulletproof/Fast Flux hosting and (VPNs & reverse proxies ($3 per month)
- Blackhat Search Engine Optimization (SEO) ($80 for 20K spammed backlinks)
- Inter-Carrier Money Exchange & Mule services (25% commission)
- CAPTCHA Breaking ($1/1000 CAPTCHAs)?Done through recruited humans
- Crimeware Upgrade Modules: Using Zeus Modules as an example, (from $500 to $10K)
The Fortinet report points out that while collaborative efforts between law enforcement agencies internationally have proven to be somewhat effective in dismantling some of the largest criminal operations, it is up to individual organizations in the private sector to take proactive measures to ensure that an effective security strategy is in place in order to make the success of these operations that much more challenging for the syndicates.
?As history has shown, collaborative efforts have toppled some of the world?s most powerful botnets and crime rings and will continue to do so. While new cybercrime syndicates will continue to emerge and proliferate, organizations that arm themselves with a solid, multi-layered security strategy and security best practices are doing their part in the effort to reduce the effectiveness of cybercrime,? the study concluded.

LG?s latest projector system is powered by freaking lasers
13 hrs.
Gary Merson , HD Guru
Until now, all consumer front projector systems?produced light using lamps or in rare cases LEDs. The new?LG HECTO FP system, on the other hand, uses lasers for illumination instead. Yes, lasers.
As LG announced on Wednesday, the new projector system uses lasers and a Texas Instruments DLP chip to form images. Typical home front projectors require around a 9 to 12 foot distance from the lens to a 100-inch screen. The LG HECTO requires only a 22-inch throw to fill the screen and can be placed on the floor or the mounted to the ceiling.
The LG HECTO Laser Projection TV will be sold as a complete system with a 100-Inch diagonal screen, a built-in ATSC TV tuner, HDMI switching and a Wi-Fi connection for streaming video.
Specifications include a rated 1,000,000:1 dynamic contrast ratio, 1080p resolution, 3 HDMI inputs, an optical audio input, RS-232 interface. Audio is produced by two 10W built-in speakers. The projector measures 5.7-inches high. The HECTO Laser projector does not have 3-D capability. LG has not? provided a brightness rating, a key specification. (Lasers offer the promise of very high intensity using low power.)
The screen is a fixed design and unlike theater screens its surface is black not white. LG claims the system will render a vivid, high contrast crisp image, even in lighter viewing environments.
The Laser TV supports LG's Smart TV platform and will stream movies via Netflix?and?YouTube as well as other services and?apps via its built-in Wi-Fi wireless Internet connection. The HECTO also includes LG's latest Magic Remote control.
LG claims its laser based illumination system has a lifespan of up to 25,000 hours, which is 5 times or more the life of traditional mercury-based lamps.
The LG HECTO Laser projector will be demonstrated at the 2013 International Consumer Electronics Show early next month. We expect pricing and availability to be announced at the show.

China tightening controls on Internet
BEIJING (AP) ? China's new communist leaders are increasing already tight controls on Internet use and electronic publishing following a spate of embarrassing online reports about official abuses.
The measures suggest China's new leader, Xi Jinping, and others who took power in November share their predecessors' anxiety about the Internet's potential to spread opposition to one-party rule and their insistence on controlling information despite promises of more economic reforms.
"They are still very paranoid about the potentially destabilizing effect of the Internet," said Willy Lam, a politics specialist at the Chinese University of Hong Kong. "They are on the point of losing a monopoly on information, but they still are very eager to control the dissemination of views."
This week, China's legislature took up a measure to require Internet users to register their real names, a move that would curtail the Web's status as a freewheeling forum to complain, often anonymously, about corruption and official abuses. The legislature scheduled a news conference Friday to discuss the measure, suggesting it was expected to be approved.
That comes amid reports Beijing might be disrupting use of software that allows Web surfers to see sites abroad that are blocked by its extensive Internet filters. At the same time, regulators have proposed rules that would bar foreign companies from distributing books, news, music and other material online in China.
Beijing promotes Internet use for business and education but bans material deemed subversive or obscene and blocks access to foreign websites run by human rights and Tibet activists and some news outlets. Controls were tightened after social media played a role in protests that brought down governments in Egypt and Tunisia.
In a reminder of the Web's role as a political forum, a group of 70 prominent Chinese scholars and lawyers circulated an online petition this week appealing for free speech, independent courts and for the ruling party to encourage private enterprise.
Xi and others on the party's ruling seven-member Standing Committee have tried to promote an image of themselves as men of the people who care about China's poor majority. They have promised to press ahead with market-oriented reforms and to support entrepreneurs but have given no sign of support for political reform.
Communist leaders who see the Internet as a source of economic growth and better-paid jobs were slow to enforce the same level of control they impose on movies, books and other media, apparently for fear of hurting fledgling entertainment, shopping and other online businesses.
Until recently, Web surfers could post comments online or on microblog services without leaving their names.
That gave ordinary Chinese a unique opportunity to express themselves to a public audience in a society where newspapers, television and other media are state-controlled. The most popular microblog services say they have more than 300 million users and some users have millions of followers reading their comments.
The Internet also has given the public an unusual opportunity to publicize accusations of official misconduct.
A local party official in China's southwest was fired in November after scenes from a videotape of him having sex with a young woman spread quickly on the Internet. Screenshots were uploaded by a former journalist in Beijing, Zhu Ruifeng, to his Hong Kong website, an online clearing house for corruption allegations.
Some industry analysts suggest allowing Web surfers in a controlled setting to vent helps communist leaders stay abreast of public sentiment in their fast-changing society. Still, microblog services and online bulletin boards are required to employ censors to enforce content restrictions. Researchers say they delete millions of postings a day.
The government says the latest Internet regulation before the National People's Congress is aimed at protecting Web surfers' personal information and cracking down on abuses such as junk e-mail. It would require users to report their real names to Internet service and telecom providers.
The main ruling party newspaper, People's Daily, has called in recent weeks for tighter Internet controls, saying rumors spread online have harmed the public. In one case, it said stories about a chemical plant explosion resulted in the deaths of four people in a car accident as they fled the area.
Proposed rules released this month by the General Administration of Press and Publications would bar Chinese-foreign joint ventures from publishing books, music, movies and other material online in China. Publishers would be required to locate their servers in China and have a Chinese citizen as their local legal representative.
That is in line with rules that already bar most foreign access to China's media market, but the decision to group the restrictions together and publicize them might indicate official attitudes are hardening.
That comes after the party was rattled by foreign news reports about official wealth and misconduct.
In June, Bloomberg News reported that Xi's extended family has amassed assets totaling $376 million, though it said none was traced to Xi. The government has blocked access to Bloomberg's website since then.
In October, The New York Times reported that Premier Wen Jiabao's relatives had amassed $2.7 billion since he rose to national office in 2002. Access to the Times' Chinese-language site has been blocked since then.
Previous efforts to tighten controls have struggled with technical challenges in a country with more than 500 million Internet users.
Microblog operators such as Sina Corp. and Tencent Ltd. were ordered in late 2011 to confirm users' names but have yet to finish the daunting task.
Web surfers can circumvent government filters by using virtual private networks ? software that encrypts Web traffic and is used by companies to transfer financial data and other sensitive information. But VPN users say disruptions that began in 2011 are increasing, suggesting Chinese regulators are trying to block encrypted traffic.
Curbs on access to foreign sites have prompted complaints by companies and Chinese scientists and other researchers.
In July, the American Chamber of Commerce in China said 74 percent of companies that responded to a survey said unstable Internet access "impedes their ability to do business."
Chinese leaders "realize there are detrimental impacts on business, especially foreign business, but they have counted the cost and think it is still worthwhile," said Lam. "There is no compromise about the political imperative of controlling the Internet."

Sharp criticism after New York newspaper publishes names of local gun owners
The Journal News in White Plains, N.Y., used the Freedom of Information Act to obtain information on registered handgun owners in the area. Many owners and other critics are outraged that criminals now know where the guns are ??and aren't.
By Brad Knickerbocker,?Staff writer / December 26, 2012
EnlargeTwo fundamental rights many Americans hold dear ? the right to own firearms and the right to access public information ? have collided in the decision by a New York-area newspaper to publish the names and addresses of people licensed to own handguns.

The Gannett-owned Journal News, headquartered in White Plains, N.Y., used the Freedom of Information Act to obtain information on some 44,000 registered handgun owners in Westchester, Rockland, and Putnam Counties, just north of New York City. It then published that information online over the weekend using Google Maps to show exactly where those gun owners live.
In the wake of the Sandy Hook school shooting, gun ownership is a touchy subject ? politically and socially ? and the decision by The Journal News to obtain and publish such information has drawn sharp and critical response.
In a blog post headlined ?Intimidation,? Ben Shapiro at Breitbart.com warned that ?publishing the names and addresses of gun owners makes them more vulnerable to robbery when they aren?t at home, since criminals will know where the guns are.?
Other critics have suggested that the published information also points to the addresses that don?t have registered handguns ? perhaps making them more of a target for armed criminals. ?It reveals to criminals which homes *are not* protected by a firearm,? tweeted conservative talk-show host Tammy Bruce.
Many commenters on Facebook and other social media weighed in, some publicizing the names and home addresses of Journal News editors and reporters.

Celtics Beat Nets 93-76: Rajon Rondo Outplays Deron Williams As Boston Tops Brooklyn
NEW YORK ? Rajon Rondo lost his cool, and any chance at history, in the second quarter when Boston last met Brooklyn.
This time, the second period featured some of the best basketball the Celtics have played this season.
Rondo scored 19 points in his first full game against the Nets this season, and the Celtics won 93-76 on Tuesday in another game with some heated moments between the division rivals.
Rondo, sidelined in the first meeting and thrown out of the second after shoving Nets forward Kris Humphries into the courtside seats, outplayed counterpart Deron Williams and helped the Celtics take control early.
"We moved the ball; we rebounded the ball," Rondo said. "They beat us pretty bad on the glass, so tonight we did an exceptional job on the glass, taking care of the defensive rebounds, and we got stops."
A month after the teams scuffled in Boston, there was another skirmish in the fourth quarter that resulted in four technical fouls. But that was the most fight the Nets put up in a disappointing performance on the national stage of the Christmas opener. They were never in the game after the first 20 minutes, and their fans headed to the exits with under 2 minutes left as a "Let's go Celtics!" chant broke out.
"It was a big game for us. It was a division rival. We were ready for a big game. It just didn't happen," Williams said.
Rookie Jared Sullinger tied a career high with 16 points and Jeff Green had 15 for the Celtics (14-13), who avoided falling under .500 with just their second victory in six games.
The Celtics took control with a 23-5 run in the second quarter of the opener of their four-game road trip. They had 11 assists on 13 baskets and outscored the Nets 34-18 in the period after dropping the previous two meetings.
"It was good to get off to this start. It was good to finally play from start to finish, especially with the way we've been playing against Brooklyn," said Paul Pierce, who had just eight points on 3-of-10 shooting. "So it was a well-balanced game, but I'm happy with the start of the trip."
Gerald Wallace and Brook Lopez each scored 15 for the Nets, who have lost four of five. Struggling to find anything that worked, they played Lopez and fellow center Andray Blatche together with three guards at one point, but Brooklyn shot just 41 percent and committed 20 turnovers that led to 25 points.
Williams had only 10 points on 3-of-7 shooting and Joe Johnson, his partner in a high-priced backcourt, shot 4 of 14 for his 12 points.
"This one hurts. We didn't play our game. They beat us from the opening tip," Wallace said. "We didn't make shots. We turned the ball over too easy. Our defense just wasn't there tonight. We were not ourselves tonight."
Boston's Kevin Garnett had eight points and 10 rebounds on the day he tied Charles Oakley for 15th place on the NBA's career list with his 1,282nd game. He was also front and center when things got testy.
Wallace was fouled with 9:31 remaining and appeared to hold onto Garnett's uniform to balance himself and not fall. Garnett was fine with that but then objected to how long Wallace hung on to his shorts, and they said something to each other as they tried to push themselves free. That led to technical fouls on the two, along with Blatche and Courtney Lee.
Garnett said he asked Wallace what he was doing but got no response.
"I don't know where in America you can (yank) somebody's pants off, or shorts off. I don't know what the hell was going on," Garnett said.
Sullinger delivered a flagrant foul on Wallace a few minutes later, but there was nothing further.
In the Nets' Nov. 28 victory in Boston, Rondo, Humphries and Wallace were ejected.
It was the second quarter of that game where things got away from the Celtics, and Rondo's frustrations soon followed when he shoved Humphries after the Nets forward fouled Garnett. That ruined the point guard's chance to extend what was then a 37-game streak with double-digit assists, tied for second-longest ever, by finishing with three. He had five assists and six rebounds Tuesday.
This time, the second period belonged to the guys in green.
With the Celtics down three, Green had six points in a 10-0 run that made it 36-29. After Johnson's basket, Boston answered with a 13-3 spurt. Jason Terry made a 3-pointer before Rondo converted a three-point play to push the Celtics' lead to 49-34 with 3:56 to go.
The Celtics opened a 21-point lead early in the third quarter and cruised from there. Terry finished with 11 points.
Notes: As with everyone playing on Christmas, players, coaches and referees wore green ribbons in tribute to the families of Sandy Hook Elementary School. ... Humphries was out with an abdominal strain and will be re-evaluated after the Nets return from Milwaukee. He had mostly been a starter but then didn't play at all Sunday against Philadelphia. ... Feeling Avery Bradley isn't ready yet, Celtics coach Doc Rivers decided not to bring the guard on the road trip so he can continue working his way back from shoulder surgery in Boston. Rivers said the shoulder is strong but that Bradley has had only 2 1/2 practices.

These trainers are such dedicated battlers that they have studied how to maximize battle experience. They can maximize their pok?mon?s attacks and find weaknesses in a foe?s pok?mon normally immune or resistant to their pok?mon?s attacks. They teach their pok?mon as much as they learn from each of their pok?mon?s battles. Each battle is filled with passion and each pok?mon trained by an Ace Trainer can realize their full battle potential and be the very best.
Ace Trainer Classes
Stat Ace
These Ace Trainers hold loyalties only to ability. They find pokemon who are the fastest, or the strongest, or the smartest and then, the Stat Ace further improves those superior abilities. The Stat Ace can bring a slow pokemon up to speed, or make a weak skinned pokemon have an iron-plated body. Their abilities in bringing out a specific skill of a pokemon are unparalleled. No other Ace Trainer can make a Slowbro out run a Shedinja.
Tag Battler
Tag Battlers can multitask and keep track of multiple pokemon to attain victory. They make their pokemon work not only as a team, but as one combined unit that can defeat any amount of foes they come up against. Each of their pokemon blend well with each of their other pokemon and together they can end all foes.
Underdog
For various reasons, some trainers don?t like giant bulky pok?mon. Underdogs recognize the power in their unevolved pokemon, and prefer that their Totodile never become a Croconaw, they like carrying it around on their back. However, they are Ace Trainers, so they can still bring out the very best in their little allies, to defeat anything twice, three times, or ten times their size.
Breeder Branch
Some trainers realize the value of raising a pokemon from a young age in order to build a better bond with their allies and friends. Breeders emphasize the importance of raising a pokemon from birth, not as a friend, but as their own children. Breeders hatch eggs very quickly and can actually coerce their pokemon to produce multiple eggs. The most noticeable talent a breeder shows is the fact that their pokemon are naturally born with more power then the average pokemon. Some even grow more powerful then any other in its species. Their pokemon are born with the courage and strength to pull them through any situation.

The Botanist is a Breeder who finds joy not only in raising Pokemon, but in raising plant life as well. They find way to grow plants that are larger then those grown in the wild, more potent and best of all, more flavorful.
Chef
The Chef is a talented culinary master. This Breeder loves to make food for their friends and their pokemon. They are talented poffin mixers, making high level cakes not even a full team of mixers could make. They are also talented poke block crushers, making vitamins unlike any a normal trainer would make. Food comes easy for a team traveling with a Chef; they can use the world around them to provide for everyone.
Evolver
Some Breeders intuitively know what kind of motivation a pokemon needs to evolve a pokemon at an unnaturally low level of power. The Evolver can coerce their pokemon to grow up at a young age and allow a pokemon to rapidly reach its final level of evolution, increasing its basic level of power without putting as much time into a particular pokemon that a normal trainer would. It is through evolution that a pokemon can reach full maturity; the most mature pokemon make the best partners.
Groomer
Some Breeders take interest in pokemon contests. A Groomer can prepare their pokemon for a contest and even defeat an inexperienced Coordinator because of it. In addition to preparing pokemon for a debut on stage, their grooming techniques greatly increase the happiness of their pokemon, or any pokemon they
practice on.
Hatcher
The Hatcher takes a great deal of pride in their pokemon?s eggs. They practice warming eggs in an unrivaled fashion, which can hatch a newly acquired egg in less than a few days. Their care for their eggs greatly influence the potential of their baby pokemon and can prove to make the Breeder?s babies greatly stronger as they grow up.
Medic
When battling, a pokemon is commonly injured which requires a visit to a pokemon center shortly afterward. Breeders who start practicing basic medical work can find a warm welcome to any traveling party. Routes that last a few days can see no form of medical attention for a trainer?s pokemon, which can potentially kill a severally poisoned or injured pokemon. A Medic can treat wounded and afflicted pokemon at the cost of some medical supplies and herbs that earth gives them from the surrounding area.
Move Tutor
It is not common knowledge how Technical Machines came to be. The Move Tutor is aware of their origin and can use their knowledge to push their pokemon into learning a move, normally only learned through the injection of a TM, during level up. Even further, a pokemon may learn a move, which it is undocumented to have learned when trained by this variety of Breeder. It can be a deadly surprise to encounter a foes? Charizard who suddenly lets loose a Water Pulse from its mouth.
Capture Specialist Branch
The capture specialist is a talented mechanic. They intimately know the technology implemented in any type of Poke Ball and can improve their capture rates with a small bit of tweaking. Even after a wild pokemon breaks out of a poke ball after a failed attempt at capture, a Capture Specialist can quickly rebuild a poke ball with very little effort or expense. A Capture Specialist?s natural and one true calling is finding every wild and adding them to his or her collection. The mastery of poke ball knowledge makes it easier for a Capture Specialist to catch them all.
Capture Specialist Classes
Apricorn Smith
Capture Specialists all know the origin of the Pok?ball. Apricorns are fruit with reflective skins that served as the first modern Pok?balls. An Apricorn Smith utilizes his knowledge to make various Pok?balls at a much cheaper price then a Pok? Mart would offer. With the access to all of the self made Pok?balls a Smith does, it?s much easier to catch many pokemon.
Artificer
The Artificer is an inventive Capture Specialist who creates items for pokemon to hold, or use in battle. They ensure their pokemon an extra boost in power, or a special consumable that can heal pokemon in different situations. From vision improving goggles to bands which increase experience gain, the Artificer can make it all to help catch it all.
Collector
The Collector needs to catch them all. This Capture Specialist doesn?t dream of the Pokemon League or any spotlight on stage, they have a list of pokemon that exist and they need to capture every single one. They utilize their desire to capture everything to improve their rate of capture but even after they?ve checked a monster off their list, they can?t stop until they have each and every different species.
Engineer
An Engineer expands their technological ability to machinery larger then a Pok?ball. They create their own equipment to better help them through the world. They can modify the Pokedex, improve PC abilities and even create vehicles. It is through the Engineer that technological advances are made. The inventors of the Pokemon world need to find ideas somewhere, while traveling the world many new machines can easily come to mind.
Pok?ball Designer
A Capture Specialist sometimes focuses on the technology aspect of their profession. A Pok?ball Designer is an inventor who comes up with his or her own original Pok?ball designs and properties.
Martial Artist Branch
(Characters here would excel at Martial Arts more than the others)
Some trainers physically exceed some pokemon in hand-to-hand combat. Their mastery of the Martial Artist is unparalleled by the untrained, random attempts of assault performed by any other trainer. They can take out other trainers with little effort, and their pokemon benefit from their exploits as well. The Martial Artist has a natural affinity for the Fighting, Steel, Rock and Ground types of pokemon and can better train them to use their attack to their full potential.
Martial Artist Classes
Aura User
(Only two allowed - 1 Spot remaining)
A trainer who becomes one with the world surrounding them can use Aura. A Martial Artist who can read the psychological auras of strangers can know the intentions of a person without any conversation. They can emit bursts of energy, and create force fields around their body. An Aura User also has the ability to hear the thoughts of other who want their thoughts to be heard by the Aura User. The Aura User is a rarity in the pokemon world, a blessing in any traveling party.
Black Belt
(Pick which Martial Art they've mastered - Just 1)
At the top of every martial art is the Black Belt, the finest fighters of their respective martial art. The Martial Artist who reaches this pinnacle of talent can easily combat any other trainer, and possibly powerful pokemon.
Juggler
The Juggler takes their dexterity to the streets to make some monetary gain. They perform tricks that involve slight of hand and are excellent street scammers. This may seem like abilities unrelated to pokemon training, but while battling those quick fingers can turn into a quickly delivered potion ? from across the field. Even switching pokemon can be done in a few seconds when this Martial Artist is battling. With a keen eye and attention to how any situation, or any thing, is always handled well by the Juggler.
Massage Therapist
When a Martial Artist studies all of the pressure points on a human being, they can therapeutically relax that friend with massage. With further study, they can master those pressure points on a pokemon. This is useful to increase the happiness of a pokemon or relax them before a contest. Due to most pokemon evolving based on their relationship with their trainer, the Massage Therapist is key to building a bond between pokemon and trainer.
Ninja
These Martial Artists do not rely on the straight-forward, brute-force combat of other paths. Instead, the Ninja refine themselves with training in potent poisons that can bring the strong to their knees, the speed to evade the most dangerous of assaults, the use of dangerous traps, and the art of stealth. Combined, these turn them into deadly, feared warriors.
Weapons Master
The Weapons Master is a deadly Martial Artist who uses weapons as an extension of their body. They can use various bladed, blunt, or pointed weapons to improve the damage they deal to foes. It would be nearly impossible for another trainer untrained in such arts to take on a Weapons Master without their pokemon?s help.
Psychic Branch
(Exclusive to the Psychic Chosen Ones)
Not every human in the Pokemon World is born with equal natural abilities. Psychics are born with supernatural powers. Psychics have a natural affinity for the Dark, Ghost, and Psychic type pokemon. They can telekinetically move objects and telepathically enter the minds of others. They can emphatically figure out exactly what their pokemon need, telepathically negotiate with people or enter the minds of pokemon to communicate with the wild itself.
Psychic Classes
Clairsentient
Telepaths who can enter the philosophical mind of the inanimate are weird in ways unlike any other Psychic. The Clairsentient can look at an item and know its history in the past hour, day or even week. They can stand on a spot of land and realize what stepped over it recently, then follow the ghost of what was there. With their excellent detective powers, they can be a handy utility on any team.
Empath
The Empath is a highly sought after traveling partner in the Pokemon world for healing, understanding, or guidance. Empaths can actually read the minds of pokemon, and through this medium communicate with their allies and friends. Empaths can feel what others feel and relieve pain in pokemon and humans, by physically healing with their psychic abilities, or sharing the burden with them.
Fire Breather - Open to the Fire Types
These Psychics can hone their telekinesis to ignite oxygen in the air and turn it into fire. A Fire Breather is both pyrokinetic and photokinetic. Pyrokinesis is the ability to create and control fire mentally while photokinesis is the ability to create and control light.
Hex Maniac
This Psychic is a medium who can spiritually summon the aspect of affliction to cast status effects on a wild pokemon. The Hex Maniac can also target other humans, inflicting curses, confusion, or sleep on another human being. They are considered recluses by most because of their mental state that is influenced by the spirits they summon but it is their eccentric abilities that can help their party capture any target.
Researcher Branch
(Characters would have a University degree in their class of research)
While most trainers aim to be the best, Researchers aim to know the most. While they lack the physical advantage other trainers might, they have studied for many years prior to the beginning of their journey and have retained a vast amount of knowledge relating to most pokemon all over the world. They know many things relating to a pokemon?s natural moveset, their habitat, and even the location of several pokemon ? just by name. A powerful trainer can help a pokemon find the power that?s inside; a Researcher knows the power that?s inside before he or she even captures a pokemon.
Researcher Classes
Petrologist
Researchers who master petrology are rare item hunters. They can find areas where wild pokemon will yield more items drops. The Petrologist is also an expert excavator. They can dig up evolutionary stones, fossils, or various rare items found underground. In addition to their vast knowledge in the finding and use of these rare items, they are also very adept explorers underground, in caves and in ancient ruins. This variety of
Researcher is very useful for the navigation of land.
Photographer
This Researcher can take pictures of wild pokemon in their natural habitat, to capture the nature and habits of a pokemon in their frame. Even if people are surrounded in day-to-day life by Pokemon, the Photographer knows there?s always value in being able to capture them in photos. Whether using their photos as a steady income to supplement their research, or using them to study battle techniques to the point of imitation, the photographer?s sharp eyes pay off.
Professor
The Professor is a Researcher who has mastered the knowledge surrounding all pokemon known to the masses. They can identify things about a pokemon such as its level of power, its complete move set, its specific home?s location or anything else factual about a pokemon with less then a glance at its silhouette. Professors are unparalleled kings of intelligence and use their vast amount of knowledge proves it. They are unrivaled field commanders and utilize their strategy to ensure their party?s victory.
Scientist
A Researcher who practices the creation of various concoctions is a Scientist. They mix various materials together to make repels, potions, and other items used for whatever they can think up. A Scientist doesn?t always have the right materials for their desired product, but maybe a few experiments will prove to create a new potion unlike any seen before.
Watcher
The pokemon Watcher is a Researcher very in tune with a pokemon?s natural habitat. They can identify facts about a wild pokemon?s living conditions such as the amount of pokemon they live with, which nearby spot yields those family members and how easily they can tackle the foe at hand, just by looking at the wild pokemon. Another talent a watcher has, unseen in any other trainer type, is that ability to locate and track down shiny pokemon who make great pageant competitors or grand auction items.

Decision to give a group effort in the brain
Dec. 23, 2012 ? A monkey would probably never agree that it is better to give than to receive, but they do apparently get some reward from giving to another monkey.
During a task in which rhesus macaques had control over whether they or another monkey would receive a squirt of fruit juice, three distinct areas of the brain were found to be involved in weighing benefits to oneself against benefits to the other, according to new research by Duke University researchers.
The team used sensitive electrodes to detect the activity of individual neurons as the animals weighed different scenarios, such as whether to reward themselves, the other monkey or nobody at all. Three areas of the brain were seen to weigh the problem differently depending on the social context of the reward. The research appears Dec. 24 in the journal Nature Neuroscience.
Using a computer screen to allocate juice rewards, the monkeys preferred to reward themselves first and foremost. But they also chose to reward the other monkey when it was either that or nothing for either of them. They also were more likely to give the reward to a monkey they knew over one they didn't, preferred to give to lower status than higher status monkeys, and had almost no interest in giving the juice to an inanimate object.
Calculating the social aspects of the reward system seems to be a combination of action by two centers involved in calculating all sorts of rewards and a third center that adds the social dimension, according to lead researcher Michael Platt, director of the Duke Institute for Brain Sciences and the Center for Cognitive Neuroscience.
The orbital frontal cortex, right above the eyes, was activated when calculating rewards to the self. The anterior cingulate sulcus in the middle of the top of the brain seemed to calculate giving up a reward. But both centers appear "divorced from social context," Platt said. A third area, the anterior cingulate gyrus (ACCg), seemed to "care a lot about what happened to the other monkey," Platt said.
Based on results of various combinations of the reward-giving scenario the monkeys were put through, it would appear that neurons in the ACCg encode both the giving and receiving of rewards, and do so in a remarkably similar way.
The use of single-neuron electrodes to measure the activity of brain areas gives a much more precise picture than brain imaging, Platt said. Even the best imaging available now is "a six-second snapshot of tens of thousands of neurons," which are typically operating in milliseconds.
What the team has seen happening is consistent with other studies of damaged ACCg regions in which animals lost their typical hesitation about retrieving food when facing social choices. This same region of the brain is active in people when they empathize with someone else.
"Many neurons in the anterior cingulate gyrus (ACCg) respond both when monkeys choose a drink for themselves and when they choose to give a drink to another monkey," Platt said. "One might view these as sort of mirror neurons for the reward system." The region is active as an animal merely watches another animal receiving a reward without having one themselves.
The research is another piece of the puzzle as neuroscientists search for the roots of charity and social behavior in our species and others. There have been two schools of thought about how the social reward system is set up, Platt said. One holds that there is generic circuitry for rewards that has been adapted to our social behavior because it helped humans and other social animals like monkeys thrive. Another school holds that social behavior is so important to humans and other highly social animals like monkeys that there may be some special circuits for it, Platt said.
This finding, in macaques that have only a very distant common ancestor with us and are "not a particularly prosocial animal," suggests that "this specialized social circuitry evolved a long time ago presumably to support cooperative behavior," Platt said.
The research was supported by grants from the Ruth K. Broad Biomedical Foundation, Canadian Institutes of Health Research, National Institute of Mental Health (MH095894), and Department of Defense (W81XWH-11-1-0584).

Anti-tax conservatives say no to tax-increase deal
BOSTON (AP) ? In the city where a protest over tax policy sparked a revolution, modern day tea party activists are cheering the recent Republican revolt in Washington that embarrassed House Speaker John Boehner and pushed the country closer to a "fiscal cliff" that forces tax increases and massive spending cuts on virtually every American.
"I want conservatives to stay strong," says Christine Morabito, president of the Greater Boston Tea Party. "Sometimes things have to get a lot worse before they get better."
Anti-tax conservatives from every corner of the nation echo her sentiment.
In more than a dozen interviews with The Associated Press, activists said they would rather fall off the cliff than agree to a compromise that includes tax increases for any Americans, no matter how high their income. They dismiss economists' warnings that the automatic tax increases and deep spending cuts set to take effect Jan. 1 could trigger a fresh recession, and they overlook the fact that most people would see their taxes increase if President Barack Obama and Boehner, R-Ohio, fail to reach a year-end agreement.
The strong opposition among tea party activists and Republican leaders from New Hampshire to Wyoming and South Carolina highlights divisions within the GOP as well as the challenge that Obama and Boehner face in trying to get a deal done.
On Capitol Hill, some Republicans worry about the practical and political implications should the GOP block a compromise designed to avoid tax increases for most Americans and cut the nation's deficit.
"It weakens the entire Republican Party, the Republican majority," Rep. Steven LaTourette, R-Ohio, said Thursday night shortly after rank-and-file Republicans rejected Boehner's "Plan B" ? a measure that would have prevented tax increases on all Americans but million-dollar earners.
"I mean it's the continuing dumbing down of the Republican Party and we are going to be seen more and more as a bunch of extremists that can't even get a majority of our own people to support policies that we're putting forward," LaTourette said. "If you're not a governing majority, you're not going to be a majority very long."
It's a concern that does not seem to resonate with conservatives such as tea party activist Frank Smith of Cheyenne, Wyo. He cheered Boehner's failure as a victory for anti-tax conservatives and a setback for Obama, just six weeks after the president won re-election on a promise to cut the deficit in part by raising taxes on incomes exceeding $250,000.
Smith said his "hat's off" to those Republicans in Congress who rejected their own leader's plan.
"Let's go over the cliff and see what's on the other side," the blacksmith said. "On the other side" are tax increases for most Americans, not just the top earners, though that point seemed lost on Smith, who added: "We have a day of reckoning coming, whether it's next week or next year. Sooner or later the chickens are coming home to roost. Let's let them roost next week."
It's not just tea party activists who want Republicans in Washington to stand firm.
In conservative states such as South Carolina and Louisiana, party leaders are encouraging members of their congressional delegations to oppose any deal that includes tax increases. Elected officials from those states have little political incentive to cooperate with the Democratic president, given that most of their constituents voted for Obama's Republican opponent, Mitt Romney.
"If it takes us going off a cliff to convince people we're in a mess, then so be it," South Carolina GOP Chairman Chad Connelly said. "We have a president who is a whiner. He has done nothing but blame President Bush. It's time to make President Obama own this economy."
In Louisiana, state GOP Chairman Roger Villere said that "people are frustrated with Speaker Boehner. They hear people run as conservatives, run against tax hikes. They want them to keep their word."
Jack Kimball, a former New Hampshire GOP chairman, said he was "elated" that conservatives thwarted Boehner. He called the looming deadline a political creation. "The Republicans really need to stand on their principles. They have to hold firm."
Conservative opposition to compromise with Obama does not reflect the view of most Americans, according to recent public opinion polls.
A CBS News survey conducted this month found that 81 percent of adults wanted Republicans in Congress to compromise in the current budget negotiations to get a deal done rather than "stick to their positions even if it means not coming to an agreement." The vast majority of Republicans and independent voters agreed.
Overall, 47 percent in the poll said they blamed Republicans in Congress more than Obama and Democrats for recent "difficulties in reaching agreements and passing legislation in Congress." About one-quarter placed more blame on the Democrats and 21 percent said both were responsible.
Although negotiations broke down last week, Obama still hopes to broker a larger debt-reduction deal that includes tax increases on high earners and Republican-favored cuts to entitlement programs such as Medicare and Social Security. If a compromise continues to prove elusive, lawmakers could pass a temporary extension that delays the cliff's most onerous provisions and gives Congress more time to work out a longer-term solution.
That's becoming the favored path by some Republicans leery of going over the cliff.
Mississippi Republican Chairman Joe Nosef shares his Southern colleagues' disdain for tax increases. But he stopped short of taking an absolute position.
"I really, really feel like the only way that Republicans can mess up badly is if they come away with nothing on spending or something that's the same old thing where they hope a Congress in 10 years will have the intestinal fortitude to do it," he said.
Matt Kibbe, president of the national organization and tea party ally, FreedomWorks, says that going over the cliff would be "a fiscal disaster." He says "the only rational thing to do" is approve a temporary extension that prevents widespread tax increases.
But his message doesn't seem to resonate with conservative activists in the states.
"If we have to endure the pain of the cliff then so be it," said Mark Anders, a Republican committeeman for Washington state's Lewis County. "While it may spell the end of the Republican Party ... at least we will force the government to cut and cut deep into actual spending."
Back where the Boston Tea Party protest took place in 1773, Morabito wonders whether Boehner will survive the internal political upheaval and says Republicans need to unite against Obama.
"It looked like from the very beginning they were just going to cave to what President Obama wanted," she said of the GOP. "I didn't want that to happen. Now I'm hopeful that they're standing up for taxpaying Americans."

Debt BlogTips for Credit Card Debt Management
?
Posted in Finance
December 22, 2012
Debt management is a course every American needs to take simply because so many Americans are clueless when it comes to credit and debt management. This is unfortunate because many people do permanent damage to their credit record by not knowing how important managing their credit is. Also, frequently people get in trouble with debt and don't know debt management tips, so they simply get further and further behind each month. This does not have to be the case and debt management is not difficult to do, as long as you have the desire to reduce your debt. Consider these debt management suggestions to get you out of debt quick.
Debt Management Tip #1 Make Your Payments on Time One of the most important things you can do to help your credit score is to make your payments on time. This is also a great way to avoid late charges which not only negatively impact your credit, but also negatively impacts your wallet. Debt management means making on time payments means your account will never be late, will not go into default and will not never have late fees associated with it. If you have problems making your payment on time imagine how much worse it will be when an additional $30 - $50 is tacked onto that payment.
Debt Management Tip #2 Work with Your Creditor Proper debt management requires working with your creditors. Many times creditors have debt management plans, as well as suspended payment options if you are having financial difficulty. Avoiding your creditors will make your credit problems worse and your debt management plan will not work. So talk with your creditor because frequently they can help you, or at least relieve the pressure for a little while.
Debt Management Tip #3 Pay of Credit Cards An important part of debt management is paying off your credit cards. If you do not pay off your credit cards then you will pay an unbelievable amount of money in finance charges. Make paying off your credit cards one of the first goals in your debt management program. You will realize a relief in your debt within a few months and realize that a debt management plan is important for everyone with debt.

Judge blocks Mo. insurance law on birth control | WSLS 10
By:
DAVID A. LIEB
|
Associated Press
Published: December 21, 2012
Updated: December 21, 2012 - 8:17 PM
JEFFERSON CITY, Mo. (AP) A federal judge on Friday blocked a new Missouri law that requires insurers to exclude birth control coverage for moral objectors, ruling that it conflicts with an insurance mandate under President Barack Obama's health care law.
The temporary restraining order halts the Missouri law just three months after the Republican-led Legislature enacted it by overriding Democratic Gov. Jay Nixon's veto.
The state law requires insurers to issue policies without contraception coverage if it runs contrary to the religious or moral beliefs of an individual or employer. The law appeared to be the first in the nation to directly rebut an Obama administration policy that requires insurers to cover birth control at no additional cost to women.
U.S. District Judge Audry Fleissig wrote in her order that there "appears to be an irreconcilable conflict" between the state and federal laws that puts insurance companies in an awkward position. If they were to comply with Missouri's law, insurers could be subject to federal penalties for not abiding by the contraception mandate. Yet insurers also could face financial penalties from the state insurance department for failing to follow the Missouri law.
"Insurers are placed in an untenable position as they cannot comply with both statues at the same time," Fleissig wrote, noting that the U.S. Constitution gives preference to federal laws over state laws.
State Sen. John Lamping, a Republican from suburban St. Louis who sponsored the law, said he was neither surprised nor discouraged by the court ruling.
"That's the logical thing that I thought would ultimately occur post-election," when Obama defeated Republican presidential challenger Mitt Romney, he said. "Clearly, this is an issue at the federal level that remains unresolved."
Lamping noted that federal courts have issued conflicting rulings on challenges to the Obama administration directive that contraception coverage be included as part of the basic preventative services required by the 2010 health care law. If the federal requirement ultimately is struck down by a higher court or Congress someday changes the contraception mandate then the Missouri law likely would be upheld, he said.
The challenge to Missouri's law was brought by the Missouri Insurance Coalition, which represents the insurance industry. The court ruling said the state insurance department already had issued a cease and desist order against at least one of the insurers in the coalition, alleging it was "engaging in fraud" by violating Missouri's contraception-exemption law.
Friday's restraining order says the state insurance department may approve policies with a contraception exemption but cannot reject insurance policies because they lack an exemption for moral and religious objectors. The judge said a hearing for a preliminary injunction would be set later.
